Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes. Hearing on the request of Bryan Pollard, agent for John Frontera, to consider Case No. 09-1517-DPA/CUP/CDP (application filed July 1, 2009), for review under the provisions of the Planned Residential Development (PRD-20) Zone District to construct an addition to an existing multi-family dwelling – the addition would be partially located within the front setback; and to consider the exemption pursuant to §15303 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA). The application involves APN 003-312-024, addressed as 4964 Sixth Place.

b. Nonconcentration of Uses Zoning Amendment Planner: Julia Baucke

Hearing on the request of the City of Carpinteria to recommend that the City Council amend Section 14.20 of the Zoning Code to require a Conditional Use Permit for certain uses, include revised definitions for certain uses, modify the list of uses that may not be concentrated, clarify regulations for second hand stores and antique stores in the Central Business (CB) and Commercial Planned Development (CPD) zone districts; and to consider the exemption from environmental review pursuant to §15060 and §15183 of the Guidelines for the Implementation of CEQA.
