This is a time for public comments on matters not
otherwise on the agenda but within the subject matter jurisdiction of the Planning
Commission. Comments shall be limited to
15 minutes, divided among those
persons desiring to speak, but no
person shall speak longer than five minutes.
Persons wishing to speak on a specific item will be recognized at the
time the agenda item is considered.

Hearing
on the request of William Araluce,
AIA, agent/architect for Barbara and
Peter Coeler, to consider Case No.
10-1551-DP/CDP for approval of a Development Plan and Coastal Development
Permit to complete a comprehensive interior and exterior remodel of the
existing Islands Apartments complex and reduce the total number of units from
eight to five under the provisions of the Planned Residential Development
(PRD-20) Zone District; and to accept the Exemption pursuant to §15332 of the
State Guidelines for Implementation of the California Environmental Quality
Act. The application involves APN

04-1167-DP/CDP
Hearing on the request of Chevron Environmental to
consider Case No. 04-1167-DP/CDP (application filed July 19, 2004) for approval of a Development Plan and
Coastal Development Permit to allow soil remediation pursuant to a Regional
Water Quality Control Board Clean Up or Abatement Order involving grading, export and import of soil,
construction of drainage structures,
revegetation and monitoring of the site under the
Recreation (REC) and Coastal Dependent Industry (M-CD) zone districts; and to
approve the Mitigated Negative Declaration pursuant to the State Guidelines for
Implementation of the California Environmental Quality Act. As a result of this project, significant but mitigable effects on the
environment are anticipated in the following categories: aesthetics,
air quality, biological resources, cultural resources,
geology/soils, hazardous
materials/safety, land use, noise,
transportation/parking and utilities/services.
The MND and all documents may be reviewed at the Community Development
Department, 5775 Carpinteria Avenue, Carpinteria. The MND is also available for review at the
Carpinteria Branch of the Santa Barbara Public Library,
5141 Carpinteria Avenue, Carpinteria. The site is located adjacent to Dump Road,
south of Carpinteria
Avenue,
addressed as 5675 Carpinteria
Avenue,
Carpinteria (APNs 001-170-003 and -004).
The project includes remediation work adjacent to the main site in a
drainage ditch along the Union Pacific Railroad (APN 001-010-001) and in an
area on the coastal bluff, addressed
as 5663 Carpinteria Avenue (APN 001-170-021).
