This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Planning Commission. Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes. Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered.

The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

5. NEW PUBLIC HEARING

Affordable Housing Policies and Procedures Planner: J. Campbell

The Planning Commission will consider making a recommendation to the City Council to update the City of Carpinteria Affordable Housing Policies and Procedures. The Policies and Procedures includes information on the City’s affordable housing programs including inclusionary housing, density bonus units, the affordable housing trust fund and other aspects of the affordable housing programs. Proposed updates to the policies and procedures include the current Area Median Income, formulas for calculating affordability, sale prices, rental rates and the in-lieu fee. The Commission will also review the methodology for conducting affordable housing lotteries and creating an eligible purchasers list.

NOTES: All actions of the Planning Commission may be appealed to the City Council. Appeals must be filed with the City Clerk within 10 calendar days of the Commission's action. Appeal deadline for items on this agenda: 5:00 p.m., July 16, 2010. The next regular Planning Commission meeting will be held on Monday, August 2, 2010 at 5:30 p.m. in the Council Chamber.
