5. PRESENTATIONS BY CITIZENS

This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Planning Commission. Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes. Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered.

The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

6. NEW PUBLIC HEARING

a. Durtche Residence Addition Planner: Nick Bobroff

Hearing on the request of Barry Horwitz, agent for Robert Durtche, to consider case No. 09-1524-DP/CUP/CDP (application filed August 26, 2009) for review under the provisions of the Planned Residential Development (PRD-20) Zone District to construct an addition to an existing single family residence partially located within the street-side setback; and to consider the exemption pursuant to §15301 of the Guidelines for Implementation of the California Environmental Quality Act (CEQA). The application involves APN 003-303-006, addressed as 4791 Seventh Street.

b. Carpinteria Sanitary District Bluffs Project Planner: Shanna R. Farley

Hearing on the request of Penfield & Smith, agent for Carpinteria Sanitary District, to consider case No. 09-1535-CUP/CDP (application filed November 25, 2009) for review of a proposal to construct a new sewer line along Carpinteria Avenue and adjacent parcels. The project includes siphon pumps, manholes, abandonment in place of the existing sewer line along the Carpinteria Bluffs and removal of manholes along the abandoned line; and to accept the Mitigated Negative Declaration prepared by the Sanitary District pursuant to the State Guidelines for Implementation of the California Environmental Quality Act (CEQA). As a result of this project, significant but mitigable effects on the environment are anticipated in the following categories: Aesthetics, Cultural Resources and Biological Resources. The application involves Carpinteria Avenue between the western side of the Carpinteria Creek Bridge and the City boundary at Highway 150. Various zone districts are included in the review of this project.
