Notice is hereby given that the City of Carpinteria’s Architectural Review Board will hold a regular public meeting at 5:30 p.m. on Thursday, February 26, 2009 in the Council Chambers at City Hall in Carpinteria, California.

This is a time for public comments on matters not otherwise on the agenda but within the subject matter jurisdiction of the Architectural Review Board. Comments shall be limited to 15 minutes, divided among those persons desiring to speak, but no person shall speak longer than five minutes. Persons wishing to speak on a specific item will be recognized at the time the agenda item is considered.

The City is not responsible for the content of statements made during the public comment period, or the factual accuracy of any such statements.

1) Applicant: Marc Perry for Jesse Bustillos Planner: Nick Bobroff

Project Number: 08-1421-CDP; The Spot Restaurant

Project Location: 389 Linden Avenue

Zoning: Commercial Planned Development (CPD)

Hearing on the request of Marc Perry, agent for Jesse Bustillos, to consider Case No. 08-1421-CDP for a final review of a proposal to enclose (with walls and a roof) an existing 182 square foot open area between the existing kitchen and the existing refrigerated/dry goods storage areas at the Spot Restaurant as required by the Santa Barbara County Environmental Health Department. The project would also include a minor interior remodel to relocate existing amenities such as sinks, ice machines, syrup boxes and the electric meter. The property is a 19,243 square foot lot zoned Commercial Planned Developed (CPD) and shown as APN 003-440-011, addressed as 389 Linden Avenue.

2) Applicant: Eduardo Esparza for Alicia Garcia Planner: Nick Bobroff

Project Number: 08-1464-ARB; Garcia Residential Remodel & Addition

Project Location: 1476 Andrea Street

Zoning: Single Family Residential (7-R-1)

Hearing on the request of Eduardo Esparza agent for Alicia Garcia, to consider Case No. 08-1464- ARB for a final review of a proposal to remodel an existing single family residence and construct an addition totaling 340 square feet. The project also includes a new covered entry porch and permitting an existing rear yard patio trellis. The property is an 8,102 square foot lot zoned 7-R-1 and shown as APN 001-280-008, addressed as 1476 Andrea Street.

3) Applicant: Michelle Velarde, Investec Real Estate Planner: Jackie Campbell

Project Number: 07-1407-TM/TPM/DP/CDP; Lagunitas Mixed Use Project

Project Location: 6380 Via Real

Zoning: Industrial/Research Park District (M-RP)

Hearing on the request of Michelle Velarde of Investec Real Estate for an in progress review of the Lagunitas Mixed Use Project which includes 73 residential units (36 condominium units and 37 single family dwellings) and an office building of 85,000 square feet with 340 parking spaces. Site improvements include private roadways, trails, a tot lot, two detention basins and infrastructure for all site utilities, including a bus stop on Via Real. The ARB will review the residential portion of the project only. The site is 25 acres in size, is zoned Industrial Research Park (M-RP) and is identified as APN 001-190-017, addressed as 6380 Via Real.

Those Community Development Director decisions that are appealable pursuant to CMC §14.12.020(2) may be appealed to the Planning Commission. Appeals must be filed with the City Clerk within 10 calendar days of the Director’s action.
